Huang Zecun:Today we hold a special provincial government news conference, and have invited Mr. Wang Dianhua, deputy director of the office of the provincial product quality and food safety special rectification, and deputy secretary of the Provincial Bureau of Quality Supervision and Inspection, to give us a briefing on the implementation the spirit of the National Quality Conference and The Special Rules of the State Council on Strengthening the Supervision and Management of the Safety of Food and Other Products, and answer journalists`questions.
Wang Dianhua:Good morning, friends from the press.
Wang Dianhua:Today on behalf of Cong Daming, deputy of the provincial leading group office of product quality and food safety, and on behalf of the provincial leading group office of product quality and food safety, I`ll give a briefing on the product quality and food safety special rectification and the current situation of product quality in our province.
Wang Dianhua:Since August this year, a product quality and food safety special rectification has been carried out intensively for four months, which has achieved remarkable results.
Wang Dianhua:1. The carrying-out of the whole province`s special rectification campaign
Wang Dianhua:1) The basic situation of the special rectification
Wang Dianhua:According to the State Council`s general arrangement and the reality, Shandong provincial government promptly launched the campaign of product quality and food safety special rectification. The entire campaign included eight major tasks, and 20 working targets. The eight major tasks were to accomplish the special rectification in eight areas: agricultural products, processed food, food in circulation areas, catering consumption, medicines, pork, imported and exported products, and products in relation with people`s physical health and safety. The 20 working targets were embodied in the twelve one hundred percents, that is, 100% of the wholesale markets of agricultural products in large and medium-sized cities were to be included in the range of quality and safety monitoring; 100% of the food manufacturers were to secure food producing licenses; 100% of the small workshops were to sign letters of commitment on food security; 100% of the markets, and supermarkets in cities above county-level were to set up a system of request for invoices for purchases; 100% of the grocery stores in towns, neighborhoods, and communities were to set up food purchasing account system; canteens and catering units in cities above county-level were to set up a system of request for invoices for raw material purchases; 100% of the pork sold and used in markets, supermarkets, collective canteens, and catering units in cities above county-level were to come from appointed slaughterhouses; 100% of the 10 kinds of manufacturing enterprises, which manufacture such products as household appliances, children toys, labor protection articles and so on, were to establish quality files; 100% of the meat, fruits, and the wastes illegally imported were to be returned or destroyed; 100% of the raw material bases for exporting foods were to be checked; 100% of the transport and package of exported food were to have inspection and quarantine labels attached.
Wang Dianhua:2) Our province`s main measures and characteristics of the special rectification
First, the organization and leadership were forceful. Second, the publicity and mobilization were deep and thorough. A provincial general assembly of 400 thousand people was held. Governor Jiang Daming made the mobilization in person. The media at all levels played an active role in positively guiding public opinions, and adopted various ways to enhance the propaganda. Thus the significance, approaches and policies of the special rectification campaign were effectively publicized to the grass roots. The publicity of the special rectification work went deep into the towns and villages, creating an atmosphere of "everyone paying attention, and everyone involved", and effectively promoting the smooth development of the special rectification work. Third, the key and difficult units were thoroughly rectified. Centering firmly on the eight major tasks, the 20 working targets and the twelve one hundred percents, and on the basis of an intensive, all-inclusive, seamless investigation, all the relevant departments at all levels made definite the rectification targets, and formulated relevant practical plans. According to the characteristics of our province, all relevant departments at all levels also actively carried out "the six major campaigns", which focused on highly toxic pesticides, animal products, aquatic products, veterinary drugs and pig production, certified products, and agricultural products wholesale markets.
Wang Dianhua:2. The current situation of the product quality and food safety in Shandong province
In recent years, the quality level of "made in Shandong" products has been improved continuously, and their status and role have been constantly strengthened in the province`s economic development. In 2006, the added value of the second industry in our province reached 1.2729 trillion Yuan, and increase of 16.8 percent, among which the industrial added value is 1.1556 trillion Yuan, an increase of 17.8%. The ratio between the three industries is 9.8:58.2:32.0.
Our province`s brand strategy has made great achievements. This year, a total number of 117 products in our province have been rated as China`s famous brand products, 86 of them newly-added ones. The number of newly-added products is the largest over the years and ranks second in China. At present, our province has two China`s world-famous brand products, three high quality product manufacturing bases, 271 China`s famous brand products, 17 national geographic logo products, 370 state inspection-exempt products, 1,370 Shandong famous brand products, 94 Shandong famous agricultural products and 94 Shandong service famous brands. The total number of China`s famous brand products ranks third nationally.
Wang Dianhua:By the first half of this year, the whole province had had 1263 certificated pollution-free products, 766 green foods, more than 200 organic agricultural products. At the same time, Shandong province has 22 famous brand products recognized by the General Administration of Quality Supervision, Inspection and Quarantine as protected products of origin. Among the exported agricultural products, there are more than 20 China`s famous brands, including fruits and vegetables, aquatic products, meat, poultry, and prepared food. It is reported that in recent years Shandong Province’s agricultural product export has increased by about 20 percent. The export scale has ranked first nationally in seven consecutive years.
