Good morning!

Today, the Press Office of Shandong Provincial Government holds a press conference, inviting Mr. Guo Shuyu, deputy director of Shandong Provincial Economic and Trade Commission, and Mr Zhang Xiaodong, deputy director of Shandong Provincial Bureau of Environmental Protection, to give a briefing on the important measures and progress of our province`s energy saving and emission reduction and to answer questions from journalists.

Present at today`s conference are the team of journalists from Chinese and foreign media, organized by the State Council Information Office to report Shandong Province`s energy saving and emission reduction, journalists from Shandong branches of the central media and of Hong Kong media, from the provincial media, and from the major media in Jinan.

Next, we have Mr. Guo Shuyu, deputy director of Shandong Provincial Economic and Trade Commission, give a briefing on the matters related to Shandong Province`s energy saving and emission reduction.

Friends from the media, ladies and gentlemen, Good morning! Thank you for your long-time concern and support for Shandong Province`s energy saving and emission reduction.

Now, I will give a briefing on the past few years` work of Shandong Province`s energy saving and emission reduction.

In recent years, the Provincial Party Committee and the Provincial Government have taken it as an important breakthrough point to implement the scientific concept of development, to accelerate the construction of a harmonious society and a resource-saving and environment-friendly society, and to realize fast and good development, and they have been put on the agenda as important items. Since 2006, the Provincial Party Committee and the Provincial Government have included energy saving and emission reduction in the "11th Five-Year" development plan and the "Government Work Report", and put forward the working goal to reduce 22% of the energy consumption for per 10,000 yuan GDP, to reduce 20% of SO2 emission, and to reduce18% of COD emission by the end of the eleventh five-year plan. The work of energy saving and emission reduction has been done with greater strength and has achieved remarkable results. We have mainly made the following achievements:

1. Strengthening organization and leadership and establishing and making perfect the working system. The Provincial Party Committee and the Provincial Government have set energy saving and emission reduction as the major economic task of the whole province and incorporated it into the comprehensive assessment system for party committees and governments at all levels. Last year, the Provincial Government established a joint meeting system of constructing an energy-saving society, and set up an energy-saving office. This year, a leading group for energy saving was set up, with acting governor Jiang Daming as its head and three deputy governors as its deputy heads. The province`s 17 cities and the member units of the provincial leading group for energy saving and emission reduction set up corresponding organizations. Our province also founded an energy saving supervision team, in charge of supervising the province`s enforcement of energy-saving law. The Provincial Bureau of Environmental Protection set up two new departments, with a staff of 32, and built a provincial environment monitoring center with a provincial allotment of 90 million yuan.

2. Insisting on the combination of energy saving and emission reduction with structural adjustment and vigorously readjusting economic structure. First, pollutant increase has been controlled and project entry has been strictly examined. Projects that do not confirm to the state`s industrial policy, fail to meet industry entry conditions, fail to reach the standards for pollutant emission, or have high levels of energy consumption must be firmly refused approval. Second, stock adjustment has been made and great efforts have been made to develop hi-tech industry and advanced manufacturing. Focus has been put on increasing the proportion of high-tech industries, centering on electronic information, bio-engineering, and new materials, and the application of information technology and advanced applied technology has been accelerated to transform and upgrade traditional industries. Third, the backward enterprises have been eliminated and optimization and upgrading of industrial structure have been made.

3. Insisting on the combination of energy saving and emission reduction with scientific and technological progress to accelerate the development and promotion of advanced energy-saving and emission-reducing technologies. First, the government has played a guiding role, and increased the strength of financial support. Last year, the provincial government set up a special fund for energy saving and emission reduction and increased it to 2.133 billion yuan this year. Second, the responsibility of enterprise entity has been strengthened and advanced energy-saving and emission-reducing technologies and products have been vigorously developed and promoted. Third, special attention has been given to the organization and implementation the "one hundred energy-saving measures".

4. Insisting on the combination of energy saving and emission reduction with strengthening management, and giving special attention to energy saving and emission reduction of key enterprises and key areas. The focal point for energy saving and emission reduction was to pay special attention to energy saving of 1,000 enterprises, buildings, transportation and organs of government.

5. Insisting on the combination of energy saving and emission reduction with the development and utilization of new energy and vigorously pushing forward the development and utilization of renewable energy. In recent years, the development and utilization of renewable energy have been constantly intensified, the proportion of renewable energy in the energy structure has been constantly increasing, and the scope and total amount of utilization have been expanding.

6. Establishing incentive and restraint mechanisms and strengthening supervision and inspection of law enforcement. First, the responsibility system and accountability system for energy saving and emission reduction have been implemented. The Provincial Party Committee and the Provincial Government have divided the annual goal for energy saving and emission reduction among 17 cities and provincial departments, and signed a target responsibility document for energy saving and a target responsibility document for the reduction of the total amount of major pollutants with all the municipal governments, and key enterprises. Second, the establishment of energy-saving and environmental protection system has been sped up, and administrative regulations have been further perfected.

7. Vigorously developing recycling economy to promote energy saving and emission reduction. First, overall planning has been made and the construction of recycling economy pilot province has been initiated. Second, emphasis has been put on focal points and the "123" project of recycling economy has been carried out, that is, developing 10 recycling-economy city, 20 recycling-economy gardens, and 300 recycling-economy enterprises. Third, cleaner production has been carried out with stress laid on the essentials. Fourth, the comprehensive utilization of resources and the use of renewable resources have been vigorously carried out.
