Ladies and gentlemen, dear friends:
Good Morning!On the occasion of the successful hosting of the 2008 Beijing Olympic Games, I am very delighted to meet all the friends from the media and brief you on the development of marine economy in Shandong.
Shandong province is located in the eastern part os China and at the lower reaches of the Yellow River , and it borders on Bohai Sea and Yellow Sea ahd faces Korean Peninsulsr and Japanese Archipelago across the Sea. Covering an area of 157.1 thousand Km2, and with a population of 93.67 million, it has 17 municipalities under its jurisdiction,including 140 counties (cities and districts). With a coast line of 3100 Km, Shandong has 326 islands, each of them is over 500 m2 in area , and the adjacent sea area is 150 thousand Km2.
In recent years, under the correct leadership of the CPC Central Committee and the State Council, CPC Shandong Provincial Committee and province and taken Deng Xiaoping Theory and the important thought of “Three Represents” as guidance, implemented the Scientific Outlook on Development in an all-round way , carried out in real earnest the spirit of the 17th CPC Congress, and concentrated on construction and development, and the economy and social programs of the whole province have been developing rigorously. In 2007, the total GDP of Shandong reached RMB ¥2.59659 trillion, of which, the value-added of the primary industry was RMB ¥250.91 billion, that of the secondary industry was ¥1.47765 trillion, and that of the tertiary industry was RMB ¥868.02 billion. The proportion between the primary, secondary and tertiary industries was 9.7:56.9;33.4. The total import and export value amounted to USD$122.62 billion, of which, the total export volume was USD$75.24 billion. The Percapita disposal income of urban residents and per capital net income of rural residents totaled RMB ¥14265 and RMB ¥4985 respectively. People’living standayd has been greatly improved.
Shandong is a big province of marine resources. As early as in the Xia Dynasty(2070A.D.-1600A.D.) and the Shan Dynasty (1600A.D.-1046A.D.), the people of Shandong started to make d living and fortune in fishery and salt trade. The State of Qi(where Shandong was situated) in the Warring States Period(746A.D.-221A.D.)exercised control over the country by the production of salt and iron. Shandong, with advantageous geographic location and strong scientific strength,has laid a solid foundation for the development of marine economy. Since the reform and opening up, CPC Shandong ProvincialCommittee and Shandong Provincial Government have taken the marine economy as unique feature and a highlight in Shandong’economic development. In the 1980s, the coastal areas in Shandong took active effort in pushing forward thetransformation of fishery to fish farming, realizing a great breakthrough in the development of marine economy. At the beginning of the 1990s, CPC Shandong Provincial Committee and Shandong Provincial Government have put forward the strategic concept of building “Shandong on the sea”and marine economy became an important driving force for Shandong’economic development. At present, the basic development pattern of the marine economy of Shandong has been formed, which is characterized by d strctching industrial chain interacted by the primary, sceondary and tertiary industries and combining ocean and fishery, harbor economy, coastal tourism, oil and gas development, machinery manufacturing and ship building and repairs. In 2007, the marine output of Shandong totaled RMB ¥4618 billion, accounting for 17.8% of the province’s GDP and 18.5%of the total marine output of the country.
The 21 century is a century of marine industry. The development of marine economy is facing unprecedented opportunities. The CPC Shandong Provincial Committee and Shandong Provincial Government, by implementing in real earnest the Scientific Outlook on Development and by basing itself upon the overall consideration of land and marine development, have made the important decision of implementing “one-body-with-two-wings” strategy(one body means the area along the Qingdao-jinan Railway from east to west and to wings mean the high-efficiency Yellow River Delta in the north and Southern Shandong Economic Belt) and the development strategy for marine development, and have promulgated Decisions on Greatly Promoting Marine Economy and Constructing a Strong Marine Province and the Outline for Development of Marine Economy in Shandong during the 11th Five-Year Plan Period. The general line of thinkings is: with Scientfic Outlook on Development as the guiding principle for the overall development of the marine economy, efforts should be made to promote the coordinated development between the primary, secondary and tertiaryindustries, between marine and terrestrialeconomic development, between the development and international cooperation, in order to promote the sound and fast development of marine economy, to speed up the construction of a large scale, high quality and competitive system for modern marine economy, and to build Shandong into a provice with strong marine economy featured by rational layout of regions, optimized industrial structure and sound ecological environment. The key areas for work are to focus on “One Target”,highlighe “Six Leading Industries” and strengthen “Five Measures for Work”. “One Target” is br 2010, the total marine output of the province will increase by 15% annually, with obvious enlargement of thescale for marine economy, and obvious strengthening of the core competitiveness, driving capacity for surrounding areas, and sustainable development ability. By”Six Leading Industries”, it is meant to foster and strengthen six industries fishery, petroleum and marine chemistry, ship building industry, high-tech marine industry, coastal tourism and marine transportantion. Efforts should be made to cultivate a batch of large scale enterprise groups with core competitiveness and a batch of famous brand names that have high market share. The “Five Measures for Work” are : first, to constantly optimize the pattern for regional development to forge a marine economy model with strong regional features and industrial advantage; second, to further strengthen the construction of infrastructure, build modern harbor system, speed up the construction of three-dimensional distanttransportantion system,and stretch the harbor area to inland areas; third, to greatly implement the innovation system of “invigorating the sea with science and technology”, improve the innovation systen of marine science and technology, promote the industrialization of scientific and technological achievementa, and constantly enhance the core competitiveness of marine economy; fourthly, to make coordinated efforts in development and conservation, strengthen the protection of marine resources and environment, reinforce the sustainability of marine economy in real earnest; and fifth, to further deepen reform and expand opening-up, quicken system innovation, and continuously strengthen the dynanics and vitality of development of marine economy.
