In order to give full play to Jinan’s advantages as a provincial capital and promote its economic development, the development program aims to build Jinan to be a prosperous, harmonious, inhabitable and charming Spring City, to be a center city characterized by its unique natural scenes, long history, cultural connotation and modernism in order to show Shandong’s image.

(1) A prosperous city—with powerful economic strength, abundant material wealth and perfect integrated services. It requires developing all social undertakings, taking the indicative to fulfill the affluent society and realizing modernism basically.

(2) A harmonious city—with an ordered, safe, stable society and virtuous cycle. It requires developing science and promoting social equality.

(3) An inhabitable city—with excellent ecological environment, reasonable layout, coordinative urban and rural development, sufficient jobs, plenty of chances for pioneering, perfect public facilities and services, comfortable and outstanding living and working conditions.

(4) A charming spring city—to show the uniqueness of Spring City for its hill, spring, lake, river and the city itself, traditional but modern. It aims to build Jinan into a well-known, distinctive and attractive spring city as well as a regional tourist center.
