Recently, the first session of "Youth China" Peak Forum and 2006 Sino-Britain Education Summit has been held and has officially started "Youth China" 963 Studying-abroad Program. Zhangqiu No. 4 High School, as the only ordinary high school of Shandong Province, has been selected the first group of base schools of China. "Youth China" 963 Studying-abroad Program is the education cooperation between China and Britain to educate the young outstanding people who are of patriotic and national spirit and willing to return to the motherland after graduation. It is planned in 9 years to select 60 Chinese outstanding young people every year to England to accept the system education in Cambridge and raise them into Chinese outstanding people of deeply loving the motherland, thoroughly understanding the international political and economical general knowledge and accepting the orthodox of British education.

The British base schools are all British royal boarding schools, including 6 high schools such as the attached high school of University of Cambridge, Fitzwilliam Institute of University of Cambridge, Claire Institute of University of Cambridge, Loughborough University and so on.
