A title granted to cities that meet specific standards in health education, public hygiene, environmental protection, food safety, and disease control.
In 1989, the Ministry of Health decided to launch a national evaluation on public hygiene and awarded cities that met the required standards. Inspection teams were sent to various cities to check conditions. The winning cities would be re-examined every three years and the title would be withdrawn if they failed to meet the required standards during two inspections.
In 1990, Weihai, Shandong province was the first winner of the title. Since then, 93 cities have been awarded the title.
