Jinan municipality governs 6 districts (Lixia, Shizhong, Huaiyin, Tianqiao, Licheng, and Changqing), 3 counties (Pingyin, Jiyang, and Shanghe), and Zhangqiu City. Altogether, there are 54 street offices, 65 towns, 27 villages, 487 residents'' committees and 4,657 administrative hamlets.
Led by the CPC, citizens in Jinan fully enjoy all the rights that a citizen should enjoy. They have the right to vote and the right to stand for election. Jinan People’s Congress and its standing committee exercise state power in the area. Deputies to the people''s congress at the district and county level are chosen through direct election. Deputies to Jinan Municipal People''s Congress are elected by the district and county people''s congress. The Municipal People''s Congress elects a standing committee to serve as its permanent body and at the same time, elects the mayor and vice mayors. The tenure of the congressmen is five years.
The People''s Government of Jinan is the executive body of the Jinan Municipal People’s Congress and the administrative body exercising state power in the area. Its major responsibilities are to carry out the resolutions of the People’s Congress and its standing committee, regulate administrative measures, issue decisions and orders, lead the different departments, district and county governments, implement the plans and budgets of national economy and the society, administrate the economic, educational, scientific, cultural, sanitary, sport, urban and rural constructions, financial, civil, public security, judicial, censorial affairs of this administrative area under its jurisdiction. The Municipal Government consists of the mayor, vice mayors, a secretary-general and directors of various committees, offices and bureaus. The tenure is five years.
 Jinan Municipal Committee of the Chinese People''s Political Consultative Conference (CPPCC) is the organization of patriotic united front work. Led by Jinan Municipal Committee of the Communist Party of China, it comprises representatives from various democratic parties, non-party democrats, representatives from all circles, compatriots from Taiwan, Hong Kong, and Macao S.A.R., overseas Chinese and guest members. The committee serves a term of five years.
